This 1917 combination registration and license was issued to R. R. Angell of Roanoake, Virginia for his Chandler motor car. Virginia began registering vehicles in 1906, and changed to annual regestrations in 1910.

As the number of motor vehicles reached tens of thousands, state and local governments assumed a new power: authorizing vehicles and drivers. In 1901, New York became the first state to register automobiles; by 1918 all states required license plates. Many states required car registrations before they required licenses for drivers. Drivers licenses were issued by 39 states by 1935 and few required a test.
